Added a manifest installation file for famous Bangla Keyboard Avro by OmicronLab. (#3671)

* Create a manifest so "winget" useres can install MinGW.

* A manifest file added for the famous Unicode Bangla Keyboard Avro.

* Removed the mingw installation manifest file.

* Change the manifest ID to recommended ID.
