7+ Taskbar Tweaker v5.9.1 + Latest.yaml Suggestion (#3320)

Since GitHub don't like file edits + file rename this could be something we do for Manifests without a version url.
Or atleast until the yaml can be named Latest.yaml while Version is the actual version.
