* Add manifest file for ownCloud Desktop Client v2.6.3

* Change the manifest file to account for Manifest Validation Error

* Modify manifest file to account for Pull Request Validation Error

* Remove the old manifest file

* Modify manifest file to account for Error Installer Availability

* Update 2.6.3.14058.13619.yaml

Tweak switches to avoid 1603 error.  We will still get error because of REBOOT which is work item 137 in wingets-cli.
