Added the latest version of CMake (#3726)

* Create a manifest so "winget" useres can install MinGW.

* A manifest file added for the famous Unicode Bangla Keyboard Avro.

* Removed the mingw installation manifest file.

* Change the manifest ID to recommended ID.

* Changed the package name from Avro Keyboard to Avro

* Updated the version number of Avro Bangla Keyboard

* Updated Avro Bangla Keyboard installation manifest

* Updated Avro Bangla Keyboard installation manifest

* Updated Avro Bangla Keyboard installation manifest

* Added the latest installation manifest of CMake

* Fixed the CMake installation manifest
